Coordination may
be the missing
infrastructure.
The question is not only whether work exists. It is whether local enterprises can reach institutional demand at the required scale and standard.

Institutional noteCoordination may be the missing infrastructure
Recurring institutional requirements can be too large for an individual local enterprise. Fragmenting a contract across many small suppliers can move coordination and delivery risk onto the buyer.
AVARAH is investigating whether one accountable interface, a governed standard and independently owned operators can address that gap. This is a hypothesis to test, rather than an outcome already demonstrated.
Explore the operating modelResearch questionDemand before deployment
A large local market does not establish an available contract. Discovery must identify the buyer, their requirement, the procurement route and payment authority.
Supply should be organised only after usable demand and a viable operating route have been established. If those conditions are absent, the candidate must be redesigned or stopped.
Evidence practiceLearning without overclaiming
A respondent’s account, a documentary record, a field observation and a modelled calculation answer different questions. Evidence must retain its source, scope and limitations.
AVARAH’s framework requires recorded claims, independent review and clear decision gates. Negative and inconclusive findings matter as much as findings that support a next step.
Open where useful.
Protected where necessary.
Aggregate, de-identified learning can help the sector. Confidential buyer information, personal data and protected institutional relationships require care.
